When the office scheduler cancels a case, the OR scheduler needs to know when to move up the follow cases

When the Office cancels the first case of the day, there is no way for the Office to notify the OR scheduler at that time to move the remaining cases up. Therefore, the OR scheduler spends unnecessary time calling the Office Scheduler.
