Remove vendor notification requirement

Please remove the vendor called warning from the warnings as a required field. None of the offices I visited are personally responsible for this task. As a workaround, they are marking “Yes” that they called the vendor not to receive the warning and then typing in the procedure comments, “Did not call the vendor.”
